Abstract
الملخص
     استهدف هذا البحث الى إظهار أثر التكامل بين معايير الإنتوساي ورقابة حوكمة تكنولوجيا المعلومات على جودة تقارير الأجهزة العليا للرقابة، حيث تم اجراء الاختبار من خلال الدراسة الميدانية التي أجريت في ديوان الرقابة المالية الاتحادي بالعراق، وبلغ عدد الاستمارات الموزعة (155) استمارة كانت الصالحة منها (121) لإجراء التحليل الاحصائي.
     وتوصل البحث الى عدد من النتائج أهمها: وجود تأثير معنوي موجب للتكامل بين معايير الإنتوساي ورقابة حوكمة تكنولوجيا المعلومات على جودة تقارير الأجهزة العليا للرقابة، كذلك تسعى منظمة الإنتوساي من خلال الأجهزة العليا للرقابة المالية الى تعزيز رقابة حوكمة تكنولوجيا المعلومات لتحقيق مصداقية وجودة تقاريرها الرقابية.
     قدم البحث توصيات أهمها: ضرورة تبني ديوان الرقابة المالية الاتحادي أحدث التقنيات والبرامج في مجال تكنولوجيا المعلومات لمواكبة التطور السريع في العالم، والابتعاد عن الأدوات التقليدية في أساليب الرقابة المالية، كذلك المحاولة بتطبيق التكامل بين معايير الإنتوساي ورقابة حوكمة تكنولوجيا المعلومات لجعل قيمة للجهاز الأعلى للرقابة المالية عن طريق رفع مستوى جودة التقارير الرقابية ومواكبة التطور والتقدم في مجال تكنولوجيا المعلومات.  
 
 
 
Abstract
     This research aimed to show the impact of the integration between INTOSAI standards and IT governance control on the quality of SAI reports,
     Where the test was conducted through the field study conducted in the Federal Office of Financial Supervision in Iraq, and the number of distributed forms reached (155), of which (121) were valid for statistical analysis.
     The research reached a number of results, the most important of which are: There is a positive significant impact of integration between INTOSAI standards and IT governance oversight on the quality of SAI reports, As well, INTOSAI, through SAIs, seeks to strengthen IT governance oversight to achieve the credibility and quality of its oversight reports.
     The research presented recommendations, the most important of which are: the necessity of the Federal Financial Supervisory Board adopting the latest technologies and programs in the field of information technology to keep pace with the rapid development in the world, and to move away from traditional tools in financial control methods, as well as the attempt to apply the integration between INTOSAI standards and information technology governance control to make value for the SAI By raising the level of quality control reports and keeping pace with the development and progress in the field of information technology.
