| تحظى قضية النمو العشوائي للمناطق الحضرية باهتمام كبير عالمياً ومحلياً، في ظل التحضر السريع وعدم مواكبة الطلب على الأراضي والإسكان. ورغم تعدد الأطروحات في هذا المجال لم يتم حل هذه القضية، وبالتالي فهي محل بحث متجدد. وتحاول هذه الورقة البحثية التحقق من منهج شامل لتطوير المناطق الغير مخططة على مستوى المدينة في مصر، من خلال استقراء وتحليل تاريخ وأسباب ظهور المناطق العشوائية بمصر وسياسات التعامل معها، وهو ما يدلل على قصور المنهجيات المتبعة، ثم يتناول البحث نظرياً مناقشة منهج "الشارع كركيزة أساسية للتطوير المستدام والمتكامل للمناطق غير المخططة"، وأسس واعتبارت هذا النهج، ثم دراسة نماذج تطبيقية لهذا النهج عالمياً، وتقييم فوائد التدخل وفق هذا النهج، ثم يتم دراسة حالة "عزبة خيرالله" كمثال لسياسات التعامل مع المناطق الغير مخططة بمدينة القاهرة، لتقييم مدى فاعلية محاولات التطوير وفق السياسات المتبعة، وبالتالي تخلُص الورقة البحثية إلى ضرورة اتباع هذا المنهج المتكامل بقيادة الشارع لتطوير المناطق غير المخططة بمصر، بما يضمن استدامة عمليات التطوير في إطار تكامل هذه المناطق مع البنية الحضرية الرسمية للمدينة. The issue of slum's growth in urban areas is receiving great attention globally and locally, in light of the rapid urbanization and the failure to keep up with the demand for land and housing. Despite the multiplicity of theses in this field, this issue has not been resolved; consequently, it is the subject of renewed research. This paper attempts to verify a comprehensive approach to the development of unplanned areas at the city level in Egypt, by extrapolating and analyzing the history and reasons for the emergence of slums in Egypt and the policies to deal with them, which indicates the inadequacy of the methodologies used. Then the paper deals theoretically with discussing the approach of "the street as a basic pillar for the sustainable and integrated development of unplanned areas", and the foundations and considerations of this approach, then studying case studies of this approach globally and evaluating the benefits of intervention according to this approach, then studying the case of "Ezbet Khairallah" as an example of policies Dealing with unplanned areas in the city of Cairo, to assess the effectiveness of development attempts in accordance with the followed policies, and thus the paper concludes with the need to follow this integrated approach led by the street to develop unplanned areas in Egypt, in order to ensure the sustainability of development processes within the framework of the integration of these areas with the city’s formal urban structure. | ||||
