| Abstract | ||||
| إن نظام البوت يعد أحد وسائل تمويل مشروعات إنشاء المرافق العامة عن طريق القطاع الخاص سواء كان المستثمر أجنبياً أو محلياً، دون تحمل الموازنة العامة للدولة مزيداً من الأعباء، أو أن تضطر الدولة إلى الاقتراض أو فرض مزيد من الأعباء الضريبية على المواطنين، كما تمكن الدولة من إقامة المشروعات الخدمية لجميع أفراد المجتمع، وتعد مشروعات البنية الأساسية من أعمدة التنمية الاقتصادية حيث تحديث البنية التحتية ركن أساسي في عملية التنمية، ونظراً للأضرار الناجمة عن تأخير تنفيذ مشروعات البنية الأساسية لضخامة تمويلها وعدم توفر التمويل اللازم في موازنات غالبية الدول, حيث تتطلب هذه المشروعات عناية خاصة في الإنشاء والإدارة والتشغيل والصيانة ورفع الكفاءة باعتبارها ثروة قومية, لذلك فقد اتجهت غالبية دول العالم, إلى تنفيذ هذه المشروعات بنظام عقود B.O.T، فهذا النظام يحقق هدفين في نفس الوقت الأول هو تنفيذ المشروعات الكبرى بالكفاءة المطلوبة وفى الوقت المحدد, والثاني هو الاعتماد في التمويل على القطاع الخاص المحلى والأجنبي، وعند تطبيق نظام عقود B.O.T في المملكة العربية السعودية سيكون له كثير من الآثار على المتغيرات الاقتصادية منها خلق فرص عمل وعمالة مدربة ومؤهلة، واستقدام التكنولوجيا التي تساعد في تحقيق المنافسة وزيادة الانتاج، تحسين ميزان المدفوعات، جذب رؤوس الأموال والاستثمارات الأجنبية. The BOT system is one of the means of financing projects for the construction of public utilities through the private sector, whether the investor is foreign or native, without burdening the state’s general budget, or forcing the state to borrow or impose more taxes on citizens. Since infrastructure is an essential pillar in the development process of all countries, and since damage may result from the delay in implementing infrastructure projects due to the burdens they lay on the budgets of countries, the majority of countries in the world have tended to implement these projects through BOT contract system. This system achieves two goals at the same time. The first is to implement major projects with the required efficiency and on time, and the second is to rely on the local and foreign private sectors for financing. Applying the BOT contract system in the Kingdom of Saudi Arabia will have many effects on economic variables, including creating job opportunities and trained and qualified workers, introducing technology that helps achieve competition and increase production, improving the balance of payments, and attracting capital and foreign investments. | ||||
