| أصبح تطبيق الإدارة الالكترونية على مستوى قطاعات الخدمات العامة والخاصة يشكل ثورة خدماتية ويمثل توجها حتميا لا غنى عنه في عصر التكنولوجيا ورقمنة كافة مجالات الحياة، وترتب عنها تطوير وعصرنة العديد من القطاعات العامة والخاصة على حد سواء، ولما كانت الجماعات الإقليمية من أهم الهيئات الإدارية في الدولة باعتبارها همزة الوصل بين الحكومة والمواطن على المستوى المحلي والمسؤول الأول عن تقديم الخدمات الإدارية للمواطنين لذا اهتمت الحكومة مؤخرا بما يطلق عليه رقمنة الخدمات الحكومية والاقتصاد القومى ، واتخذت الحكومة خطوات كبيرة لمواكبة العصر، ورغم كل ما تم إنجازه، إلا أن هناك بعض التحديات التى تقف فى مواجهة عملية الرقمنة، خاصة فيما يتعلق بتعميمها وتطبيقاتها وسط كبار السن ومحدودى الثقافة، وكذلك فى الأرياف وهو الامر الذى دعا الخبراء إلى طرح الحلول من خلال البرامج المصورة والصوتية، التى تأتى بنتائج إيجابية مع تطبيق برامج الذكاء الاصطناعي، التى تجعل مثل هذه الفئات تتفاعل بسرعة ودقة عالية مع هذه الأجهزة ، في ظل السعي الحكومي لمواجهة ظاهرة انتشار الفساد في المؤسسات الرسمية، اتخذت مصرخطوات مهمة تدفع للتحول نحو الخدمات الإلكترونية، لخفض تكاليف المعاملات الحكومية والفردية، وتسهيل الخدمات وتسريعها ورفع مستوى المعيشة. تناول البحث عمليات التحول الرقمي فى بيئة الأعمال المصرية، وذلك من خلال دراسة تحليلية مقارنة لخدمات الحكومة الإلكترونية فى ظل رؤية مصر 2030، حيث تمثل تلك الرؤية تحيزًا مصريًا نحو تحقيق التنمية الشاملة لتعظيم الميزة التنافسية للدولة المصرية، عبر تحقيق قفزة نوعية فى نمط ومستوى الخدمات الحكومية الناتج من عمليات التحول الرقمي، والذي يعمل على ديمومة العناصر الداعمة لتعظيم جودة الخدمات الحكومية من جانب، بالإضافة إلى محاربة الفساد من جانبٍ آخر. حيث تعمل الحكومة المصرية على توفير الخدمات الحكومية من خلال ثلاثة أساليب رئيسية هي مواقع الأجهزة الحكومية على شبكة المعلومات الدولية، بالإضافة إلى تطبيقات الهاتف المحمول، وأخيرًا الأجهزة ذاتية الخدمات، وقد استخدم البحث أسلوب التحليل النوعي لجماعات المصالح ببيئة الأعمال المصرية، وقد خلصت نتائج التحليل الإحصائي لاتجاهات مقدمي الخدمة إلى تباين مستويات دعم الإدارة العليا بالإضافة إلى تباين مستوى الإدراك لأهمية الخدمات الإلكترونية بالقطاع الحكومي المصري. أما من جانب المستخدمين فهناك تباين لمستوى ادراك المتعاملين لأبعاد الخدمة الإلكترونية الحكومية، وقد قدم البحث خطة تنفيذية مقترحة مكونة من عشرة مراحل لإتمام التحول الرقمي لخدمات الحكومية، عوضًا عن تقديم بعض المجالات كدراسات مستقبلية. The application of electronic management at the level of public and private service sectors has become a service revolution and represents an inevitable and indispensable trend in the age of technology and the digitization of all areas of life, and has resulted in the development and modernization of many public and private sectors alike, and since the regional groups are among the most important administrative bodies in the country. As the link between the government and the citizen at the local level and the primary responsible for providing administrative services to citizens, the government has recently paid attention to what is called the digitization of government services and the national economy. The government has taken great steps to keep pace with the times, and despite everything that has been accomplished, there are some challenges that stand in the way. Confronting the process of digitization, especially with regard to its dissemination and applications among the elderly and those with limited culture, as well as in rural areas, which has called on experts to propose solutions through video and audio programs, which bring positive results with the application of artificial intelligence programs, which make such groups interact quickly and accurately. High with these devices. In light of the government’s efforts to confront the phenomenon of widespread corruption in official institutions, Egypt has taken important steps to shift towards electronic services, to reduce the costs of government and individual transactions, facilitate and accelerate services, and raise the standard of living. The research addressed digital transformation processes in the Egyptian business environment, through a comparative analytical study of e-government services in light of Egypt’s Vision 2030, as this vision represents an Egyptian bias towards achieving comprehensive development to maximize the competitive advantage of the Egyptian state, by achieving a qualitative leap in the type and level of government services. The result of digital transformation processes, which works to maintain the supporting elements to maximize the quality of government services on the one hand, in addition to fighting corruption on the other hand. The Egyptian government works to provide government services through three main methods: the websites of government agencies on the international information network, in addition to mobile phone applications, and finally self-service devices. The research used the method of qualitative analysis of interest groups in the Egyptian business environment, and the results of the statistical analysis were concluded. The trends of service providers indicate varying levels of senior management support, in addition to varying levels of awareness of the importance of electronic services in the Egyptian government sector. As for the users, there is a discrepancy in the level of customers’ awareness of the dimensions of the government e-service. The research presented a proposed implementation plan consisting of ten stages to complete the digital transformation of government services, instead of presenting some areas as future studies | ||||
