| Abstract | ||||
| الملخص لقد عرفت السنوات القليلة الماضية ثورة في تكنولوجيا المعلومات والاتصالات، أدت إلى اندماج وارتباط مختلف الأطراف العالمية في منظومة مالية ومعلوماتية واحدة. وقد أعطت هذه الثورة للدول المتقدمة إمكانيات كبيرة في تحقيق التراكم الرأسمالي، والدخول في دورة اقتصادية جديدة. تهدف هذه الورقة البحثية إلى عرض واقع تكنولوجيا المعلومات والاتصالات في المنطقة العربية وسبل إندماجها في الاقتصاد الجديد، بالإضافة إلى تحديات الفجوة الرقمية والعوامل المساعدة على اتساعها. في الواقع فإن التطورات التقنية الحاصلة بدأت تطرح اشكاليات جديدة حول مقومات الاندماج في عالم تكنولوجيا المعلومات والاتصالات، خاصة بالنسبة للبلدان العربية التي تسعى جاهدة للحاق بالقاطرة الاقتصادية العالمية المتجهة بسرعة قياسية نحو اقتصاد جديد، يعرفه دومنيك على أنه اقتصاد تحقق فيه المعرفة الجزء الأعظم من القيمة المضافة، ويرى فيه كيفن كيلي بأنه اقتصاد شامل يتعلق بكل العالم يحبذ الادوات الغير مادية والإنتاج الفكري. كما تهدف الدراسة إلى عرض وتحليل مؤشرات تكنولوجيا المعلومات والاتصالات في المنطقة العربية، وإبراز الإجراءات المتخذة لتضيق الفجوة الرقمية، والاهتمام بتكنولوجيا المعلومات والاتصالات والعمل على تطويرها وتوفير البيئة التي تسمح لها بالنمو. وقد أشارت الدراسة إلى مجموعة من العوامل التي ساعدت على اتساع الفجوة بين البلدان المتقدمة والمتخلفة ومن أهمها: العوامل السياسية والاقتصادية، الثقافية والاجتماعية، وأوصت الدراسة بضرورة العمل على توفير سبل ومقومات اندماج البلدان العربية في الاقتصاد الجديد. Abstract The past few years had been seeing a revolution in ICT which connected andintensified relations among different actors at international level. This revolution has been given developed countries great potentials to achieve capital accumulation and facilitate their integration to the new economic cycle. This paper aims to explore the state of ICT in the Arab region and tries to develop new ways of integration into the new economy,in addition to the challenges of the digital gap and the factors helping to widen. Indeed, the ongoing technical developments rise new problematic about the elements that facilitate the integration into the world of ICT, especially for Arab countries, which are striving to catch up with the new era of the global economy. Dominique defines this economy as one where knowledge is viewed as the engine of value added; further Kevin Kelly refers to this new economy as a global economy where efforts are directed toward non-physical tools as well intellectual productions. The study further focuses to presenting and analyzing ICTs’ indicators in the Arab region, highlight the different actions taken to narrow the digital gap, press more attentions on ICT and work to develop and provide the environment that allows them to grow. The study pointed to a combination of factors that have helped to widen the gap between developed and underdeveloped countries and the most important: Political and economic factors, cultural and social, and the study recommended the need to work to provide ways and elements of integration of Arab countries in the new economy. | ||||
