| Abstract | ||||
| يهدف البحث الحالى إلى التعرف على أسباب منع الجماهير من حضور مباريات كرة القدم ، استخدمت الباحثة : المنهج الوصفى ( بالاسلوب المسحى ) البحث اشتمل مجتمع البحث على بعض من أعضاء مجلس اتحاد كرة القدم الحالى وإدارة المناطق التابعه له استخدمت الباحثة فى جمع بيانات البحث : المقابلة الشخصية ، استمارة إستبيان من تصميم الباحثة ,كان من أهم النتائج : الأسباب الأمنية في المقام الأول ، الازمات الاقتصادية الناتجة عن منع حضور المشجعين ، تحول الاندية الرياضية من مكان أمن للإستمتاع بمشاهدة ومتابعة المباريات إلى ساحة قتالية نتيجة الأعمال العدوانية التخريبية , كان من أهم التوصيات : تخفيف الأعباء والإلتزامات المالية المستحقة على الأندية للدولة سواء ( ماء أو كهرباء أو ضرائب ..... إلخ ) ، إمداد الجهات الأمنية بفديوهات مفصلة تساعدهم على ضبط المخالفين ، وضع خطة شاملة محددة الإجراءات لتنمية الوعى الثقافىة القانونية للتشريعات الرياضية لجماهير الرياضة بمخالفات وعقوبات قانون الرياضة ، ضرورة توحيد وتفعيل العقوبات والاحكام فى التشريعات القانونية " الجنائية " ،المدنية " بالتشريعات الرياضية . The current research aims to identify the reasons preventing fans from attending football matches. The researcher employed a descriptive method (via a survey approach). The research involved members of the current Football Association Board and the affiliated regional management. Data collection methods included personal interviews and a questionnaire designed by the researcher. Among the key findings were: security concerns as the primary reason, economic crises resulting from the ban on fan attendance, and the transformation of sports clubs from safe places to enjoy watching matches into battlegrounds due to destructive aggressive acts. The main recommendations included: reducing the financial burdens and obligations owed by clubs to the state (such as water, electricity, and taxes, etc.), providing security agencies with detailed videos to assist them in apprehending violators, developing a comprehensive plan with specific measures to enhance the legal cultural awareness of sports legislation to sports fans regarding violations and penalties under sports law, and the necessity of unifying and enforcing penalties and rulings in "criminal" and "civil" legal legislation as related to sports regulations. | ||||
