| Abstract | ||||
| تُعدُّ الاستراتيجية الوطنية للملكية الفكرية وسبل تنفيذها من القضايا الرئيسة الشاملة للتخطيط الإنمائي في جميع الدول؛ فحقوق الملكية الفكرية هي أساس عمل مؤسسات المعلومات لمواكبة التوجهات الجديدة التي تسعى هذه المؤسسات من خلالها لإعادة تحديد وتوجيه مكانتها في المجتمع، لذلك تهدف هذه الدراسة إلى الكشف عن دور مؤسسات المعلومات في إرساء أهداف ومبادئ الاستراتيجية الوطنية للملكية الفكرية، كما استخدمت الدراسة المنهج الوصفي بأسلوبه المسحي؛ لتفسير وتحليل واقع الدور الذي يمكن أن تلعبه مؤسسات المعلومات في تنفيذ الاستراتيجية الوطنية للملكية الفكرية، كذلك اُستُعِينَ بأسلوب تحليل المحتوى في إعداد الدراسة التي اعتمدت على قائمة مراجعة صممتها الباحثة أداة أساسية للحصول على البيانات المتعلقة بأنشطة مؤسسات المعلومات (مجتمع الدراسة)، والملاحظة المباشرة، بالإضافة إلى مسح الإنتاج الفكري العربي والأجنبي في موضوع الدراسة. وتوصلت الدراسة إلى أنه لم يُذْكَر دور مؤسسات المعلومات بوصفها أحد القطاعات المستهدفة في الاستراتيجية الوطنية للملكية الفكرية، ولا يوجد تمثيل لقطاع المعلومات في العضوية المقترحة للجهاز المصري للملكية الفكرية، كما لم يرد ذكر دورها في تنفيذ خطط العمل والمبادرات والمشروعات لتبادل الخبرات والمعلومات الخاصة بالملكية الفكرية، وأظهرت الدراسة الدور الفعَّال للاتحاد العربي للمكتبات والمعلومات في نشر ثقافة الوعي بالملكية الفكرية، وتَصَدُّر مكتبة الإسكندرية بين مؤسسات المعلومات (مجتمع الدراسة) في تنوع الأنشطة التي قامت بها لرفع الوعي بالملكية الفكرية، وانتهت بمجموعة من التوصيات، أهمها: ضرورة التنسيق بين مؤسسات المعلومات وبين الجهاز المصري للملكية الفكرية في إرساء أهداف ومبادئ الاستراتيجية الوطنية للملكية الفكرية، وإطلاق حملات إعلانية لنشر الوعي بالملكية الفكرية، وإقامة مسابقات للمبدعين، والإسهام في تحفيز النشر في مجالات الملكية الفكرية، وإعداد أدلة استرشادية لحمايتها. The national strategy for intellectual property and the means of its implementation are among the main comprehensive issues for development planning in all countries; intellectual property rights are the basis for the work of information institutions to keep pace with the new trends through which these institutions seek to redefine and direct their position in society. Therefore, this study aims to reveal the role of information institutions in establishing the goals and principles of the national strategy for intellectual property. The study also used the descriptive approach in its survey style to interpret and analyze the reality of the role that information institutions can play in implementing the national strategy for intellectual property. The content analysis method was also used in preparing the study, which relied on a checklist designed by the researcher as a basic tool for obtaining data related to the activities of information institutions (the study community), direct observation, in addition to a survey of Arab and foreign intellectual production in the subject of the study. The study concluded that the role of information institutions was not mentioned as one of the targeted sectors in the national strategy for intellectual property, and there was no representation of the information sector in the membership of the Egyptian Authority for Intellectual Property, nor was there a mention of its role in implementing work plans, initiatives and projects to coordinate and exchange experiences and information related to intellectual property. The study, the effective role of the Arab Federation for Libraries and Information in spreading the culture of awareness of intellectual property, and the Bibliotheca Alexandrina was at the forefront among information institutions (the study community) in the diversity of activities it carried out to raise awareness of intellectual property, and ended with a set of recommendations, the most important of which are: the necessity of coordination between information institutions and the Egyptian apparatus Intellectual property in establishing the goals and principles of the national strategy for intellectual property, launching advertising campaigns to spread awareness of intellectual property, holding competitions for creators, contributing to stimulating publishing in the areas of intellectual property, and preparing guidelines for its protection. | ||||
