| Abstract | ||||
| The central issue that this research deals with is related to the development of the thought of the policy and strategy for dealing with slums in Egypt during the recent period since the issuance of the decision to establish the Slum Development Fund. The pillars of this research are based on studying the development of political, strategic and planning thought used to deal with slums in Egypt during the period from 2008 to 2018. It includes the methods of dealing followed by the Slums Development Fund, and the focus was on slums in capital cities and major cities. This paper is based on several successive steps that together form an ascending research line that begins with studying the basic concepts related to it, then theoretically verifying the validity of the basic hypothesis of the research, then presenting similar global and local experiences and analyzing them to benefit from them, then presenting different studies of the policies of dealing with the Slums Development Fund with slums in Egypt, to reach the best results and lessons learned. The research methodology is based on two basic approaches, the first is the "descriptive inductive" approach and is used to collect relevant data from specialized literature and studies, while the second approach is the "analytical" approach and is used to formulate a methodology for different global and local studies in the research, then extracting the results and general recommendations for the research. The research has concluded with many results, the most important of which is proving the validity of the hypothesis (Most successful experiences in dealing with slums were due to community participation, along with financial and political support for these projects, in addition to the appropriate planning thinking to develop these areas). There is no doubt that the effective participation of all parties concerned with these slums in making and implementing urban decisions can contribute to achieving the desired development goals, and that providing an appropriate investment climate attracts local and international companies. ترتبط القضية المحورية التى يتعامل معها هذا البحث على تطور فكر سياسة وإستراتيجية التعامل مع العشوائيات بمصر خلال الفترة الأخيرة منذ صدور قرار بإنشاء صندوق تطوير المناطق العشوائية. تعتمد ركائز هذا البحث على دراسة تطور الفكر السياسى والإستراتيجى والتخطيطى المتبع للتعامل مع العشوائيات بمصر خلال الفترة من ) 2008 وحتى 2018 ( ويتضمن أساليب التعامل المتبعة من قبل صندوق تطوير العشوائيات، وتم التركيز على المناطق العشوائية بالمدن العواصم والمدن الكبرى. وتعتمد هذه الورقة على عدة خطوات متتابعة تشكل فى مجموعها خطا بحثيا متصاعداً يبدأ بدراسة المفاهيم الأساسية ذات الصلة، ثم التحقق النظرى من صحة الفرضية الأساسية للبحث، ثم عرض تجارب عالمية ومحلية مشابهه وتحليلها للاستفادة منها، ثم عرض دراسات مختلفة لسياسات التعامل لصندوق تطوير العشوائيات مع المناطق العشوائية بمصر، للوصول إلي أفضل النتائج وصول ا للدروس المستفادة. ويعتمد منهج البحث على منهجين أساسيين، الأول هو المنهج "الإستقرائى الوصفى" ويستخدم فى جمع البيانات ذات الصلة من الأدبيات والدراسات المتخصصة، أما المنهج الثانى فهو "التحليلى" ويستخدم فى صياغة منهجية دراسات مختلفة عالمية ومحلية بالبحث، ثم استخلاص النتائج والتوصيات العامة للبحث. وقد اِنتهى البحث إلى العديد من النتائج أهمها إثبات صحة الفرضية )إن معظم التجارب الناجحه فى التعامل مع المناطق العشوائية كان سبب نجاحها المشاركة المجتمعية مع الدعم المالي والسياسي لتلك المشروعات بجانب الفكر التخطيطي المناسب لتطوير تلك المناطق(، ول شك أن المشاركة الفاعلة لكافة الأطراف المعنية بهذه المناطق العشوائية في اتخاذ وتنفيذ القرارات العمرانية يمكنها المساهمة في تحقيق أهداف التنمية المنشودة بها، وأن توفير المناخ الستثماري الملائم يحقق جذب الشركات المحلية والدولية. | ||||
