| The rehabilitation of buildings with historical and architectural value presents a significant challenge in achieving a precise balance between meeting modern functional requirements and preserving the original elements that define their value and uniqueness. In the absence of clear and binding regulations, unplanned interventions may negatively impact the historical and architectural identity, placing these buildings at risk of distortion or loss.This research focuses on analyzing international standards and regulations related to the rehabilitation of heritage buildings, with a particular emphasis on successful practices in Western countries that have effectively balanced preserving historical values with meeting contemporary needs. The study aims to extract fundamental principles that cannot be compromised during rehabilitation processes, while developing a comprehensive framework for evaluating and improving rehabilitation projects locally.The study adopts an inductive approach to analyze international charters and standards, alongside a comparative analysis of rehabilitation projects. The goal is to establish an applicable mechanism that contributes to preserving the historical and architectural values of buildings and enhances their functional and architectural sustainability in line with modern demands. تشكل عمليات إعادة تأهيل المباني ذات القيمة التاريخية والمعمارية تحديًا يتمثل في تحقيق توازن دقيق بين تلبية المتطلبات الوظيفية الحديثة والحفاظ على العناصر الأصلية التي تمنح هذه المباني قيمتها وتميزها. في غياب اشتراطات واضحة وملزمة، قد تؤدي التدخلات غير المدروسة إلى التأثير السلبي على الهوية التاريخية والمعمارية، مما يعرض هذه المباني لخطر التشويه أو الفقدان.يركز البحث على تحليل الاشتراطات والمعايير الدولية الخاصة بإعادة تأهيل المباني التراثية، مع دراسة التجارب الناجحة في الدول الغربية التي تمكنت من تحقيق توازن فعال بين الحفاظ على القيم التاريخية وتلبية الاحتياجات المعاصرة. يهدف البحث إلى استخلاص المبادئ الجوهرية التي لا يمكن التنازل عنها في عمليات التأهيل، مع تطوير إطار عمل شامل يُستخدم لتقييم وتحسين مشروعات إعادة التأهيل محليًا.تعتمد الدراسة على المنهج الاستقرائي لتحليل المواثيق والمعايير الدولية، إلى جانب التحليل المقارن لمشروعات إعادة التأهيل، بهدف الوصول إلى آلية تطبيقية تُسهم في الحفاظ على القيم التاريخية والمعمارية للمباني وتعزز استدامتها الوظيفية والمعمارية بما يتماشى مع المتطلبات الحديثة. | ||||
