Abstract | ||||
Background: Egypt aims to rank among the top fifty countries on the Human Development Index by 2050, a goal tied to the effectiveness of its population and development strategies. The Technical Secretariat of the Egyptian National Population Council (NPC), responsible for implementing demographic initiatives, faces multiple operational challenges. This study assesses the current performance of NPC departments and identifies requirements for enhancing their efficiency. Methods: An analytical cross-sectional study employed a mixed-methods approach, integrating quantitative and qualitative data, using a work environment evaluation model based on staff input. Fourteen departments were assessed across 14 indicators, with scores assigned on a one-to-five scale to reflect current and desired conditions. The model evaluated key institutional components aligned with transformation objectives, including executive planning, resource availability, skills, moral incentives, and follow-up and evaluation. Results: The current operational state was 78% of the desired capacity, while institutional development readiness was 82%. Resource allocation was the top priority, followed by moral incentives and skill development. Departments were grouped into seven specialized units to compare target and current efficiencies. The Research and Statistics departments showed gaps in executive planning and technical capabilities. A lack of a clear strategy for advancing demographic initiatives highlighted the need for stronger motivation, better resource allocation, and effective follow-up. Conclusions: Improving the Technical Secretariat’s performance requires focused efforts on workforce development, strategic planning, and institutional support. Strengthening follow-up and evaluation systems is essential for sustainable progress and aligning departmental functions with Egypt Vision 2030. | ||||
