| Abstract | ||||
| هدفت الدراسة تحديد واقع استخدام المبادرات الرئاسية كاستراتيجية للتنمية المحلية المناصرة للفقراء لتمكين سكان المناطق العشوائية، وذلك من خلال المؤشرات التالية: (التمكين الاقتصادي- الإسكاني- الصحي- التعليمي)، وتحديد الصعوبات التي تحول دون استخدام المبادرات الرئاسية كاستراتيجية للتنمية المحلية المناصرة للفقراء لتمكين سكان المناطق العشوائية، مع تحديد المقترحات لتفعيل استخدام المبادرات الرئاسية كاستراتيجية للتنمية المحلية المناصرة للفقراء لتمكين سكان المناطق العشوائية، وتعد هذه الدراسة من الدراسة الوصفية التحليلية، واعتمد الباحث على منهج المسح الاجتماعي الشامل، وتحدد مجتمع الدراسة في المسئولين عن تنمية المناطق العشوائية بمدينة دمنهور بمحافظة البحيرة وقد بلغ عددهم (100) من (إدارة الإسكان، إدارة التخطيط العمراني، الإدارة المحلية، إدارة شئون البيئة، إدارة المرافق، لجنة تنمية العشوائيات)، واعتمدت الدراسة على أداة الاستبيان كأداة رئيسية في جمع البيانات، وقد أكدت نتائج الدراسة أن دور المبادرات الرئاسية كاستراتيجية للتنمية المحلية المناصرة للفقراء في تحقيق التمكين الاقتصادي، قد جاء بمتوسط حسابي (2,75) وانحراف معياري (0,80) بدرجة موافقة (قوية)، وفي تحقيق التمكين الاسكاني، جاءت بمتوسط حسابي (2,33) وانحراف معياري (0,61) بدرجة موافقة (قوية)، وفي تحقيق التمكين الصحي، جاءت بمتوسط حسابي (2,81) وانحراف معياري (0,87) بدرجة موافقة (قوية)، وفي تحقيق التمكين التعليمي، جاء بمتوسط حسابي (2,67) وانحراف معياري (0,83) بدرجة موافقة (قوية)، وأن الصعوبات قد جاء بمتوسط حسابي (2,53) وانحراف معياري (0,77) بدرجة موافقة (قوية)، كما أن أن المقترحات لتفعيل استخدام المبادرات الرئاسية كاستراتيجية للتنمية المحلية المناصرة للفقراء لتمكين سكان المناطق العشوائية، قد جاء بمتوسط حسابي (2,69) وانحراف معياري (0,80) بدرجة موافقة (قوية). الكلمات المفتاحية: المبادرات الرئاسية- استراتيجية التنمية المحلية المناصرة للفقراء- تمكين -سكان المناطق العشوائية. Abstract: The study aimed to determine the reality of using presidential initiatives as a pro-poor local development strategy to empower residents of slums. This was achieved through the following indicators: (economic empowerment, housing, health, and education). It also identified the difficulties that prevent the use of presidential initiatives as a pro-poor local development strategy to empower residents of slums, while identifying proposals to activate the use of presidential initiatives as a pro-poor local development strategy to empower residents of slums. This study is a descriptive analytical study. The researcher relied on a comprehensive social survey approach. The study population was determined as those responsible for developing slums in the city of Damanhour in Beheira Governorate, numbering (100) from (Housing Department, Urban Planning Department, Local Administration, Environmental Affairs Department, Facilities Department, Slums Development Committee), the study relied on the questionnaire as the main tool in collecting data. The results of the study confirmed that the role of presidential initiatives as a pro-poor local development strategy in achieving economic empowerment came with an arithmetic mean (2.75) and a standard deviation (0.80) with a (strong) approval degree, and in achieving housing empowerment, it came with an arithmetic mean (2.33) and a standard deviation (0.61) with a (strong) approval degree, and in achieving health empowerment, it came with an arithmetic mean (2.81) and a standard deviation (0.87) with a (strong) approval degree, and in achieving educational empowerment, it came with an arithmetic mean (2.67) and a standard deviation (0.83) with a (strong) approval degree, and that the difficulties came with an arithmetic mean (2.53) and a standard deviation (0.77) with a (strong) approval degree, and that the proposals to activate the use of presidential initiatives as a strategy for local development Advocacy for the poor to empower residents of slums, came with an arithmetic mean of (2.69) and a standard deviation of (0.80) with a degree of (strong) agreement.
