| Abstract | ||||
| ملخص البحث تستمد الإدارة المحلية ضرورة وجودها وحتميتها من الدور الفعال والملموس الذي تلعبه في حياة أفراد المجتمع ومالها من تأثير واضح علي حياة المواطن، حيث يتمثل الدور الرئيسي للإدارة المحلية في العمل علي تحقيق أهداف الدولة والمجتمع بما يتوافق واستثمار الموارد والإمكانات المتاحة ، وكذلك من حيث نوعية الخدمة والهدف المراد تحقيقه، ومن ثم نجد أن المحليات تختلف عن غيرها من حيث تطبيق نمط الإدارة المناسب لها، بهدف تطوير وتقديم الخدمات العامة لجميع أفراد المجتمع وذلك بواسطة توفير الإمكانيات البشرية المؤهلة ويعد التخطيط المدخل الاساسى فى تحقيق أقصى استثمار ممكن للامكانيات والموارد البشرية والمادية والتنظيمية المتاحة حيث تتطلب عملية صنع القرار التخطيطي بناء نظام بيانات ومعلومات شامل عن مشكلات واحتياجات الافراد وتحليل شبكات العلاقات الاجتماعية ,وتحديد التأثيرات المتباينة بين صناع القرار ,بالإضافة الي تفعيل مشاركة افراد المجتمع في كافة العمليات التخطيطية وذلك لمقابلة احتياجاتهم والعمل على حل ومواجهة مشكلاتهم , وتلبية تطلعاتيم المختلفةصناعة القرار التخطيطى كمتغير لتحقيق العدالة فى توزيع الخدمات الاجتماعية بوحدات الادارة المحلية وإستهدفت الدراسة الراهنة:. تحديد واقع أداء المسؤلين بالوحدات المحلية الحضرية فى صناعة القرار التخطيط وبما يسهم فى تحقيق العدالة فى توزيع الخدمات الاجتماعية فى ضوء مؤشراته الرئيسية.والتوصل إلى مقترحات لتفعيل صناعة القرار التخطيى خلال التعامل مع قضايا ومشكلات واحتياجات المجتمعات المحلية.وقد تم تطبيق الدراسة على الجهاز التنفيذى بمحافظة الفيوم والمسؤلين من القيادات الإدارية بالوحدات المحلية الحضرية بمحافظة الفيوم,حيث بلغت العينة(50) مفردة. وتوصلت الدراسة فى نتائجها إلى وعى المسؤلين بمهوم صناعة القرار التخطيطى،و تفاوت مستوى أدائهم فى صناعة القرار التخطيطى فى ضوء مؤشراته الأساسية. كما توصلت الدراسة الحالية إلى مجموعة من المعوقات التى تحد من أداء المسؤلين بالوحدات المحلية فى صنع القرارات التخطيطية.كما توصلت الدراسة الراهنة أيضا إلى مجموعة من المقترحات التى يمكن أن تسهم فى تفعيل صنع القرارت القائمة على العملية التخطيطة ومن ثم تحقيق العدالة فى توزيع الخدمات الاجتماعية لسكان المجتمع المحلى الكلمات المفتاحية الدالة: صناعة القرار- التخطيط - العدالة التوزيعية- الإدارة المحلية Search Summary The necessity and inevitability of local administration stems from the effective and tangible role it plays in the lives of members of society and its clear impact on the lives of citizens.The main role of local administration is to work to achieve the goals of the state and society. In line with the investment of available resources and capabilities, as well as in terms of the quality of service and the goal to be achieved, we find that local authorities differ from others in terms of applying the appropriate management style for them, with the aim of developing and providing public services to all members of society by providing qualified human capabilities. Planning is the basic approach to achieving the maximum possible investment of available human, material and organizational capabilities and resources, as the planning decision-making process requires building a comprehensive data and information system on the problems and needs of individuals and analyzing social relations networks. And identifying the different impacts among decision-makers, in addition to activating the participation of community members in all planning processes in order to meet their needs and work to solve and confront their problems, and meet their various aspirations. Planning decision-making as a variable to achieve justice in the distribution of social services in local administration units. The current study aimed to: Determine the reality of the performance of officials in urban local units in planning decision-making, in a way that contributes to achieving justice in the distribution of social services in light of its main indicators. And to reach proposals to activate planning decision-making when dealing with the issues, problems and needs of local communities. The study was applied to the executive apparatus in Fayoum Governorate. And the officials from the administrative leadership in the urban local units in Fayoum Governorate, where the sample amounted to (50) individuals. The study concluded in its results that the officials are aware of the concept of planning decision-making, and the level of their performance in planning decision-making varies in light of its basic indicators. The current study also reached a group of obstacles that limit the performance of officials in the local units In planning decision-making, the current study also identified a set of proposals that could contribute to activating planning-based decision-making and thus achieving justice in the distribution of social services to local community residents.
