| ملخص: هدفت الدراسة مقارنة لنظام التعليم في جمهورية فنلندا مع المملكة العربية السعودية للاستفادة من التجربة الفنلندية لتحسين أنظمة التعليم والنهوض بها: وأبرز ما توصلت إليه الدراسة عن نظام التعليم في فنلندا وكيفي يمكن الاستفادة منه: يمكن الاستفادة من نظام اللامركزية بما يحقق جودة التعليم. ففي فنلندا كل مدينة قادرة على اتخاذ القرارات واتمام المهام دون الرجوع للمركز الرئيس. أهمية التخطيط الاستراتيجي الذي يجعل العمل واضح الأهداف والمعالم من قبل الجهة المنظمة، والتعليم من أولى تلك الأعمال، والقيام عليه بأمانة وإخلاص هو السبيل لنجاحه. مع الاخذ بالاعتبار التقييم المستمر للخطط وتطويرها كل فترة زمنية لضمان فاعليتها ومواكبتها للمستجدات في الميدان. حرص نظام التعليم في فنلندا على تقارب مستويات الطلبة وردم الفجوة التي تخلق التباين بينهم وذلك بالحرص على زيادة اكتساب الطلبة للمهارات في المواد المختلفة. نظام التعليم في كل مناطق فنلندا مجاني، فمعظم المدارس تقع تحت دعم القطاع الحكومي، اما المدارس الخاصة فلا تشجع عليها الحكومة ولا تعطيها التراخيص بسهولة، لحرصها واهتمامها الشديد بنوعية التعليم وليس الاستثمار. فترة التعليم الالزامي مجانية بالكامل، شاملة التحاق الطلبة بالمدارس واستلام الكتب المدرسية والأدوات القرطاسية والوجبات الغذائية، باستثناء المرحلة الثانوية العليا فعلى الطلاب ان يدفوا ثمن الكتب والأدوات والوجبات، الا ان التحاقهم بالمدرسة وبالجامعات بعد ذلك مجاني. الكلمات المفتاحية: جمهورية فنلندا، التعليم، التخطيط الاستراتيجي. Email: sara_almuzaini@hotmail.com Abstract: The study aimed to compare the education system in the Republic of Finland with that of the Kingdom of Saudi Arabia in order to benefit from the Finnish experience in improving and advancing education systems: The most notable findings of the study on the education system in Finland and how it can be utilized are as follows: - The decentralized system can be utilized to achieve quality education. In Finland, each city is able to make decisions and complete tasks without referring to the central authority. - The importance of strategic planning, which makes the work clear in terms of objectives and milestones by the organizing body, and education is one of the first of these tasks, and carrying it out with honesty and sincerity is the key to its success. This should be done while taking into account the continuous evaluation and development of plans at regular intervals to ensure their effectiveness and keep pace with developments in the field. - The education system in Finland strives to bring students closer together and bridge the gap that creates disparities between them by ensuring that students acquire more skills in different subjects. - The education system in all regions of Finland is free, with most schools receiving government support. Private schools are not encouraged by the government, which does not easily grant them licenses, due to its keen interest in the quality of education rather than investment. - Compulsory education is completely free, including school enrollment, textbooks, stationery, and meals, except for upper secondary school, where students must pay for books, supplies, and meals.
