| Abstract | ||
| تستهدف الدراسة تحليل الآليات التي تهيئ بيئة محفزة لتعزيز دور الاستثمار الخاص في التنمية الاقتصادية المستدامة بمصر، من خلال دراسة أهميته في توسيع القاعدة الإنتاجية، تطوير أساليب الإنتاج، وتوفير فرص العمل، بما يخفف العبء على ميزان المدفوعات، ثم دراسة ابرز التحديات التي تواجهه. كما يلقي البحث الضوء على تطوره منذ الخمسينات وحتى رؤية مصر 2030، مع تحليل البيانات الاقتصادية المتعلقة بهذا التطور، والتي أظهرت محدودية قدرة القطاع الخاص على أداء دوره التنموي. وأظهرت النتائج الحاجة إلى تحسين بيئة الأعمال وتوفير حوافز فعّالة لتوجيه الاستثمارات نحو القطاعات الإنتاجية ذات القيمة المضافة العالية. وتؤكد الدراسة على ضرورة تبني سياسات متكاملة، كلية وقطاعية، تهدف إلى توفير بيئة مواتية لجذب الاستثمار الخاص وتعزيز دوره التنموي، وتشمل أبرز التوصيات: تحقيق الاستقرار الاقتصادي، إصلاح البيئة التشريعية والإدارية، تطوير البنية التحتية، تعزيز رأس المال البشري، تعزيز منظومة الحوافز الاستثمارية، دمج الاقتصاد غير الرسمي، دعم السياسات القطاعية للقطاعات الحيوية مثل الزراعة والصناعة والتجارة والسياحة والتمويل، وتعزيز الشراكة بين القطاعين لضمان كفاءة واستدامة الاستثمار. وتسهم هذه السياسات في تعزيز القدرة التنافسية للاقتصاد المصري وتحقيق نمو مستدام وشامل يدعم التنمية الاجتماعية والاقتصادية على المدى الطويل. This study aims to analyze the mechanisms that create a conducive environment to enhance the role of private investment in sustainable economic development in Egypt. It examines the significance of private investment in expanding the production base, developing production methods, and generating employment opportunities, thereby alleviating the burden on the balance of payments, and subsequently explores the main challenges it faces. The research also highlights the evolution of private investment from the 1950s to Egypt’s Vision 2030, analyzing economic data related to this development, which indicate the limited capacity of the private sector to fulfill its developmental role. The findings reveal the need to improve the business environment and provide effective incentives to direct investments toward high value-added productive sectors. The study emphasizes the necessity of adopting integrated, comprehensive, and sectoral policies aimed at creating a favorable environment for attracting private investment and enhancing its developmental role. Key recommendations include achieving economic stability, reforming the legislative and administrative framework, developing infrastructure, strengthening human capital, enhancing the investment incentive system, integrating the informal economy, supporting sectoral policies in vital sectors such as agriculture, industry, trade, tourism, and finance, and fostering public-private partnerships to ensure investment efficiency and sustainability. These policies contribute to enhancing the competitiveness of the Egyptian economy and achieving sustainable and inclusive growth that supports long-term social and economic development. | ||
