| Abstract | ||
| يتناول هذا البحث إشكالية بناء الدولة في السياقين الليبي واليمني بعد عام 2011، من خلال تحليل العوامل السياسية والمؤسساتية التي أعاقت عملية إعادة تأسيس الدولة واستعادة وظائفها. كما ركز البحث على ثلاثة محاور أساسية: المحور الأول: الإطار النظري والمفاهيمي لبناء المؤسسات في الدول الهشة خلال التحول من الصراع كما تناول المحور الثاني: إشكاليات بناء الدولة ومؤسساتها ليبيا واليمن نموذجًا وتتضمن المحور الثالث: تقييم الجهود الوطنية والدولية في بناء الدولة ومسارات التعافي المؤسسي في ليبيا واليمن وقد أظهر التحليل أن ضعف التوافق الوطني، وتعدد مراكز السلطة، وغياب الرؤية الشاملة، إضافة إلى التدخلات الخارجية المتضاربة، قد ساهمت في تعقيد جهود بناء الدولة في كلا السياقين. ويخلص البحث إلى ضرورة تبني مقاربة شاملة ومتكاملة لإعادة بناء مؤسسات الدولة ترتكز على التوافق الوطني، ودعم المبادرات المحلية، والمواءمة بين الدعم الدولي والخصوصيات الوطنية. This research addresses the issue of state-building in the contexts of Libya and Yemen after 2011 by analyzing the political and institutional factors that hindered the process of re-establishing the state and restoring its functions. The study focuses on three main axes: the first axis covers the theoretical and conceptual framework for institution-building in fragile states during the transition from conflict; the second axis discusses the challenges of state and institution-building using Libya and Yemen as case studies; and the third axis evaluates national and international efforts in state-building and institutional recovery pathways in Libya and Yemen. The analysis shows that weak national consensus, multiple centers of power, lack of a comprehensive vision, alongside conflicting external interventions, have complicated state-building efforts in both contexts. The research concludes on the necessity of adopting a comprehensive and integrated approach to rebuilding state institutions based on national consensus, support for local initiatives, and alignment between international aid and national particularities. | ||
