| Abstract | ||
| تشهد المملكة العربية السعودية أمن وأمان وتنوع في شتى جوانب الحياة ومن ذلك التنوع النباتي والحيواني الفريد هذا التنوع يحتاج إلى جهود الحكومة والمؤسسات والأفراد للمحافظة على مواردها الطبيعية وهو ما يستلزم إحكاماً للرقابة في تنفيذ الأنظمة واللوائح حفاظاً على الأمن البيئي. ومن نتائج البحث: العمل الجاد من الجهات المسؤولية لتحقيق مستهدفات رؤية المملكة العربية السعودية 2030 من خلال الرقابة البيئية الصارمة وشمول المخالفات أغلب مناطق المملكة، المشاركة الفاعلة في الحساب الرسمي للقوات الخاصة للأمن البيئي في منصة إكس من خلال التوعية ونشر المخالفات والعقوبات، أن الرقابة القبلية تحد من المخالفات والجرائم البيئية، القوات الخاصة للأمن البيئي تمتلك أحدث التقنيات الحديثة في رصد المخالفات المتعلقة بالأمن البيئي، العقوبات المرتكبة في المحميات هي: الرعي بلا تصريح، الصيد بلا تصريح، الدخول بلا تصريح، التخييم بلا تصريح، قطع المسيجات، اقتلاع الأشجار، الرعي في المحميات وارتكاب المخالفة في ذلك، أوفر من شراء الأعلاف بدلالة كثرة الوقوع في مخالفات الرعي، تساهل أفراد المجتمع في عدم إصدار التراخيص المتعلقة بالمحميات من دخولها والتخييم فيها والصيد والرعي فيها، أعلى المخالفات من حيث العقوبات مخالفتي تلويث البيئة والإضرار بالتربة وصيد الكائنات الفطرية المهددة بالانقراض، عدم تحديد مخالفة استغلال الرواسب في النظام مما سهل الوقوع فيها. ومن توصيات البحث: تعزيز الوعي البيئي بشتى الوسائل الممكنة للتأكد من وصول التوعية إلى كافة أفراد المجتمع من المواطنين والمقيمين أهل الحاضرة والبادية، أهمية تظافر جهود الجهات الأخرى للتوعية، فيمكن التوعية في الجوامع والتعليم ، والبرامج المسجلة، أو برامج التواصل الاجتماعي، إنشاء حملات توعوية بشتى أشكالها للتوعية بكيفية التخلص الآمن من المخلفات الزراعية أو الخرسانية أو العشوائية وغيرها حفاظاً على الالتزام البيئي، تغليظ عقوبة الرعي في المحميات، إجراء بحوث علمية لتجربة غرس الشرائح الإلكترونية لتحديد أماكن الماشية، البحث عن الحلول الغذائية وأسعارها للمواشي وخاصة الأبل لمعالجة كثيرة الوقوع في مخالفات الرعي، تحديد مخالفة استغلال الرواسب وتغليظها نظرا لكثرة الوقوع فيها. The Kingdom of Saudi Arabia enjoys security, safety, and diversity across all aspects of life, including its unique botanical and faunal diversity. This diversity requires concerted efforts from the government, institutions, and individuals to preserve its natural resources, which necessitates rigorous enforcement of regulations and laws to safeguard environmental security. Research results: The diligent efforts of the responsible authorities to achieve the targets of the Kingdom of Saudi Arabia's Vision 2030 through strict environmental oversight . Active participation in the official account of the Special Forces for Environmental Security on the X platform. Preventive oversight limits the occurrence of environmental violations and crimes. The Special Forces for Environmental Security possess the latest modern technologies for monitoring violations related to environmental security. The violations committed in protected areas include: grazing without a permit, hunting without a permit, entry without a permit, camping without a permit, cutting fences, uprooting trees. Grazing in protected areas is less costly than buying feeds.. The leniency of community members in failing to obtain licenses related to protected areas for entering, camping, hunting, and grazing in them. The highest violations in terms of penalties are environmental pollution, damage to the soil, and hunting endangered wildlife species. The lack of defining the violation of sediment exploitation in the regulations. Research recommendations: Enhancing environmental awareness through all possible means to ensure that awareness reaches all members of society, including citizens and residents in urban and rural areas. The importance of coordinating efforts from other entities for awareness-raising, as it can be conducted in mosques, educational institutions, recorded programs, or social media platforms. Creating awareness campaigns in various forms to educate on the safe disposal of agricultural, concrete, or miscellaneous wastes to preserve environmental compliance. Tightening penalties for grazing in protected areas. Conducting scientific research to experiment with implanting electronic chips for locating livestock. Researching food solutions and their prices for livestock, especially camels, to address the high frequency of grazing violations. Defining the violation of sediment exploitation and tightening penalties for it due to its frequent occurrence. | ||
