| Abstract | ||
| In the context of the global transition towards a knowledge-based economy, innovation has emerged as a central pillar in shaping urban development policies. This study examines the mechanisms for classifying Egyptian cities as innovative cities by analyzing global indicators such as the Global Innovation Index (GII), the Global Talent Competitiveness Index (GTCI), the Global Competitiveness Index (GCI), and the Global Power City Index (GPCI), while linking them to the Egyptian local context. The research aims to develop a flexible classification model that considers the economic, social, and urban specificities of Egyptian cities. This model is built on a comparative analysis of innovation indicators and their experimental application to several governorates. A composite matrix of innovation inputs and outputs was constructed, and cluster analysis was employed to classify Egyptian cities according to their innovation capacities. The study produced a tripartite classification of governorates (high, medium, and low innovation) and recommended enhancing innovation in lower-performing governorates through strengthening education, fostering entrepreneurship, and developing digital infrastructure. Furthermore, the research proposes an analytical framework to support decision-makers in formulating innovation-driven urban policies and to contribute to improving the ranking of Egyptian cities in global indices. | ||
