Abstract
هدفت هذه الدراسة إلى تحليل العوامل التي تحول دون تحقيق معايير المساءلة والشفافية وفق مقياس الشفافية العالمي من وجهة نظر مدراء الدوائر الحکومية في الأردن. ولتحقيق أهداف الدراسة تمّ تطوير استبانه لغرض جمع البيانات، وتوزيعها على (435) مفردة  خضع للدراسة (394) مفردة؛ أي ما نسبته (90.6%)، وقد تم اختيارهم بطريقة العينة العشوائية البسيطة، وقد توصلت الدراسة إلى مجموعة من النتائج من أهمها: 1. أن تصّورات العاملين في مدراء الدوائر الحکومية في الأردن للمساءلة والشفافية جاءت بدرجة متوسطة.  2. وجود أثر لأبعاد للشفافية الإدارية في المساءلة الإدارية، وأن أبعاد الشفافية الإدارية تفسر ما مقداره (56.2%) من التباين في المساءلة الإدارية.  وقد توصلت الدراسة إلى عدد من التوصيات من أهمها: ضرورة العمل على تعزيز مفهوم الشفافية في الدوائر الحکومية، لما لها من دور إيجابي في تهيئة البيئة الملائمة لتحسين مستوى المساءلة الإدارية وزيادة فعاليتها اعتمادا على الشفافية في مختلف مجالات العمل.
This study aimed to analyze the factors that prevent the achievement of accountability and transparency standards according to the global transparency scale, from the viewpoints of the government department managers in Jordan. To achieve the objectives of the study, a questionnaire was developed for the purpose of collecting data, and distributed to (435) items that were subject to the study (394) items. That is, its percentage (90.6%), and they were chosen by the simple random sample method, and the study reached a set of results, the most important of which are the perceptions of government department managers in Jordan of accountability and transparency were moderate; the existence of an impact of administrative transparency dimensions on administrative accountability, and the dimensions of administrative transparency explain an amount (56.2%) of the variance in administrative accountability. The study reached a number of recommendations, the most important of which are the need to work to enhance the concept of transparency in government departments, because of their positive role in creating the appropriate environment to improve the level of administrative accountability and increase its effectiveness based on transparency in various fields of work.
