| Abstract | ||||
| هدفت هذه الدراسة إلى استطلاع آراء الممولين في تطبيق ضريبة القيمة المضافة وذلك لبيان تأثيراتها المحتملة على أفراد المجتمع السعودي. ومع أن دور ضريبة القيمة المضافة في تنمية وتطوير البلاد من خلال فرض الضرائب ورفع الإيرادات لا يمكن إنكاره، إلا أن هناك من يرى أن فرض الضريبة سيقود إلى خفض معدل نمو الناتج المحلي الإجمالي لتأثيراتها السلبية على الاستهلاك، حيث ستخفض الضريبة الطلب الكلي على السلع والخدمات كما ستخفض الاستثمار الكلي. وقد توصلت الدراسة إلى عدة نتائج، أهمها: إن غالبية الأفراد (58.5-٨٨.9٪) يرون أن هناك نتائج سلبية لتطبيق ضريبة القيمة المضافة. كما إن أقل من نصف الأفراد (٤٤.3-٤٥.7٪) غير مقتنعين بتطبيق ضريبة القيمة المضافة في الوقت الحالي لتحسين الاقتصاد وكذلك لم يتوقعوا بأن الضريبة ستحقق أهدافها. من الواضح أن نسبه عاليه من الأفراد (٦٧.2-٨٨.9٪) يتوقعون أن تطبيق ضريبة القيمة المضافة سيؤثر على نمط الإنفاق للفرد في المملكة العربية السعودية خصوصا فيما يتعلق بالإنفاق على النشاطات الترفيهية والعطلات وشراء السيارات والكماليات. ولذلك طالب الأفراد (٨٦،٢-0.90٪) بدراسة الآثار المحتملة لتطبيق ضريبة القيمة المضافة من حيث التوقيت والمقدار والسلع والخدمات المشمولة. ورأى الأفراد (٧٩.7٪) أن التجار والشركات يجب أن تتحمل جزءًا من الضريبة. بينما رأى (30.0٪) من الأفراد أن ضريبة القيمة المضافة قد يكون لها إيجابيات أكثر من سلبيات. Abstract: This study has been conducted to investigate the perceptions of society in Kingdom of Saudi Arabia toward the reasons that led to implementing the VAT in the Kingdom and the consequences of this implementation and its impact on individual’s lifestyle and on the corporate’s way of thinking in the country. In addition, their perception toward the effectiveness of implementing the VAT especially on improving of Saudi economics will be also investigated. This investigation was done due to the fact that the Saudi government has applied a 5% VAT as to maximize the country resources. The study had the following results, the most important are : The majority of individuals (58.5-88.9%) thought that there will be negative results of implementing VAT. , The individuals (44.3-45.7%) were not convinced that the VAT was implemented, at the present time, to improving the economy and they did not think it will achieve its objectives , Individuals (67.2-88.9%), clearly, expected that implementing VAT will affect the individual’s spending lifestyle in Saudi Arabia especially in areas related the leisurely activities, entertainment, vacations and buying new cars , Individuals (86.2-90.0%) urged the government to study the potential effects of implementing VAT in terms of timing, amount, goods and services covered , most individuals (69.7%) , thought that the merchants and companies should bear a part of the VAT. Additionally, there is a general agreement on excluding medications (89.3%) and school fees (82.6-84.6%) from VAT. Also Individuals (30.0%) think that implementing the VAT will have more positive than negative impact. | ||||
