| The research addressed the issue of policies for developing slums in cities and the extent to which quality of life standards contribute to them. Given the wide area of slums in many cities and on their outskirts, the application of quality of life standards has become necessary and receives global and local attention, especially in the Kingdom of Saudi Arabia within the framework of the Kingdom’s Vision 2030. Despite the wide area of slums, their development often focuses primarily on urban aspects and may ignore the entire system of quality of life, as slums need clear urban and practical policies to implement them in order to achieve a quality of life that serves urban, environmental, economic and social aspects, and this is what the research aims to study. To achieve the research objectives, the study includes four main parts: the first: the introduction and general framework of the research components and the method of preparing it, referring to the appropriate descriptive analytical research methodology to address the research and study topic, the second part: includes the theoretical framework for the quality of life standards and slums and their various classifications, the third part: includes global experiences and lessons learned from them, and the fourth part: includes extracting the policies and procedures that must be taken into account in developing slums from a quality of life perspective, using descriptive analysis studies of slums in the vital framework of the central region of Makkah Al-Mukarramah. The research reached three stages of policies that reflect the practical application of quality of life in slums in the Kingdom, including: First: "Identifying urban policies that are urbanly appropriate for the purpose of development and improvement, Second: Applying quality of life standards and applying them to the selected urban policy, Third: Developing a plan for review and phased follow-up to adjust the path. By applying these policies, quality of life becomes an effective role in our cities for sustainable development that meets the requirements of the present and takes into account the right of future generations to meet their needs. تناول البحث قضية سياسات تطوير المناطق العشوائية في المدن ومدى مساهمة معايير جودة الحياة بها، ونظرا لاتساع رقعة المناطق العشوائية في العديد من المدن وعلى اطرافها، فان تطبيق معايير جودة الحياة اصبح ضرورياً ويحظى باهتمام عالمي ومحلي، وبخاصة في المملكة العربية السعودية في اطار رؤية المملكة 2030. وعلى الرغم من اتساع رقعة المناطق العشو ائية الا ان تطويرها في الغالب يركز على الجوانب العمرانية بالاساس وقد يغفل المنظومة الكاملة لجودة الحياة، حيث تحتاج المناطق العشوائية الى سياسات عمرانية وعملية واضحة لتطبيقها من اجل الوصول الى جودة حياة تخدم الجوانب العمرانية والبيئية واالقتصادية واالجتماعية، وهذا ما يستهدفه البحث بالدراسة. ولتحقيق اهداف البحث تتضمن الدراسة أربعة اجزاء رئيسية اولها: المدخل والاطار العام لمكونات البحث وطريقة اعداده، مشيرا الى المنهجية البحثية الوصفية التحليلة المناسبة لمعالجة موضوع البحث والدراسة، والجزء الثاني: يتضمن االطار النظرى لمعايير جودة الحياة والمناطق العشوائية وتصنيفاتها المختلفة، والجزء الثالث: يتضمن التجارب العالمية والدروس المستفادة منها، والجزء الرابع: يتضمن استخلاص السياسات واالجراءات الواجب مراعاتها في تطوير المناطق العشوائية من منظور جودة الحياة، مستعيناً في ذلك بدراسات التحليل الوصفي للاحياء العشوائية في الاطار الحيوي للمنطقة المركزية بمكة المكرمة. توصل البحث الى مراحل ثلاث للسياسات تعكس التطبيق العملي لجودة الحياة بالمناطق العشوائية في المملكة تشمل اولا:ً "تحديد السياسات العمرانية الملائمة عمرانياً بغرض التطوير والتحسين، ثانيا:ً تطبيق معايير جودة الحياة وتطبيقها على السياسية العمرانية المختارة، ثالثا:ً وضع خطة المراجعة والمتابعة المرحلية لتعديل المسار. وبتطبيق هذه السياسات تصبح جودة الحياة لها دور فعال في مدننا من اجل تنمية مستدامة تستوفي متطلبات الحاضر وتراعي حق الاجيال القادمة في تلبية احتياجاتها. | ||||
