| Abstract | ||||
| Urban development cannot achieve its goals in the absence of a correct understanding of the role and responsibility of administrative levels within the state system and structure. Central agencies have a role in achieving urban development, which is represented in drawing up development policies and working to encourage and attract investments and diversify sources of income instead of relying on oil. Local administrations are concerned with arranging priorities and coordinating between the various agencies concerned with implementing them, as development is carried out in a parallel, balanced and comprehensive manner. Within the framework of this concept, the importance of having indicators to measure the efficiency of urban community development management in performing its role during the growth stages at fixed time periods appears to come out with results that measure its ability to achieve its goals and direct it in the right path, based on the principle of "what cannot be measured cannot be managed." 1972 AD Many cases of interference in the exercise of powers, some of which were represented in the Council / The Municipality of Kuwait witnessed since its inception under Municipal Law No. 15 the Municipality considering individual issues and transactions that do not fall within its powers because they are merely applications of the rules and regulations previously approved by the Municipal Council, and some others in the issuance of decisions by the Mayor (in his capacity as head of the executive body) on issues within the jurisdiction of the Municipal Council, which led to negative results in the most important facility for urban development management in Kuwait, despite the existence of Article (133) of the Kuwaiti Constitution, which states that "the law regulates public institutions and municipal administrative bodies in a manner that guarantees their independence under the guidance and supervision of the State" and it is understood from it the separation between the executive body and the Municipal Council, within the scope of what is known in municipal bodies with a focus on their role in urban progress and highlighting it in a renewed manner through the Urban Development Department. التنمية العمرانية لا تستطيع أن تحقق أهدافها في ظل غياب الفهم الصحيح لدور ومسئولية المستويات الإدارية ضمن منظومة وتركيب الدولة، فالأجهزة المركزية لها دور في تحقيق التنمية العمرانية، يتمثل ذلك في رسم السياسات التنموية والعمل على تشجيع وجلب الاستثمارات وتنويع مصادر الدخل بدلا من الاعتماد علي النفط، والإدارات المحلية معنية بترتيب الأولويات والتنسيق بين مختلف الأجهزة المعنية بتنفيذها، حيث تتم التنمية بشكل متوازي ومتوازن وشامل، وفي إطار هذا المفهوم تظهر أهمية وجود مؤشرات لقياس كفاءة ادارة تنمية المجتمعات العمرانية في أداء دورها خلال مراحل النمو علي فترات زمنية ثابتة للخروج بنتائج تقيس قدرتها علي تحقيق أهدافها، وتوجيهها في المسار الصحيح، انطلاقا من مبدأ "مالايمكن قياسه لايمكن ادارته". 1972 م العديد من حالات التدخل في مباشرة الصلاحيات، وتمثل بعضها في قيام المجلس / لقد شهدت بلدية الكويت منذ نشأتها في ظل قانون البلدية رقم 15 البلدي بالنظر في موضوعات ومعاملات فردية لا تدخل ضمن صلاحياته لأنها مجرد تطبيقات للقواعد والنظم التي سبق للمجلس البلدي اقرارها، والبعض الآخر في صدور قرارات من رئيس البلدية )بصفته رئيس الجهاز التنفيذي( في موضوعات من صميم اختصاص المجلس البلدي الأمر الذي أدي الي نتائج سلبية في أهم مرفق لإدارة التنمية العمرانية بالكويت، علي الرغم من وجود المادة (133) من الدستور الكويتي والتي تنص علي "ينظم القانون المؤسسات العامة وهيئات الادارة البلدية بما يكفل لها الاستقلال في ظل توجيه الدولة ورقابتها" ويفهم منها الفصل بين الجهاز التنفيذي والمجلس البلدي، في نطاق ما هو متعارف عليه في الهيئات البلدية مع التركيز علي دورها في التقدم العمراني وابرازه بصورة متجددة وذلك من خلال ادارة التنمية العمرانية. | ||||
