| Abstract | ||||
| : تعد ظاهرة الفساد ظاهرة عالمية ، وعلى الرغم من وجود الفساد في معظم المجتمعات ، إلا أن البيئة التي تتسم بالنظم البيروقراطية تشجع على بروز ظاهرة الفساد وانتشارها ، في حين تقل هذه الظاهرة في النظم الديمقراطية التي تقوم على أسس احترام حقوق الإنسان ، وتحدث هذا البحث عن الفساد الإداري بصفة خاصة ، وهدف إلى تحديد معالمه من خلال التعرف على ماهيته ، ومظاهره وأنماطه ، وأسبابه والعوامل المؤدية لانتشاره ، وعرض لبعض الآثار الناجمة عنه ، مع إبراز مدى الاهتمام بهذا الشأن من خلال وضع بعض المقترحات للحد من الفساد الإداري Abstract: The phenomenon of corruption is considered to be a global one.Despite the existence of corruption in most societies, the environment of bureaucracy systems encourages the emergence of the corruption phenomenon and its spread. While this phenomenon is less in democratic systems based on the foundations of respect for human rights. This research talks about administrative corruption in particular, and the goal to determine its characteristics through knowing what it is, its manifestations and patterns, its causes and factors not conducive to its spread, and a display to some of its effects, highlighting the extent of interest in this regard through the development of some of the proposals to reduce administrative corruption | ||||
