| حق مخاطبة السلطات العامة دراسة مقارنة The Right to Address The Public Authorities A comparative study إعداد شعبان عبد الحکيم عبد العليم سلامه أستاذ القانون العام المساعد بکلية الشريعة والقانون بدمنهور جامعة الأزهر Sasalama.35@azhar.edu.eg الکلمات المفتاحية (حقوق الإنسان – حق مخاطبة السلطات –– سيادة الأمة – مواثيق دولية -دستور – لجنة الاقتراحات والشکاوي ) ملخص البحث يعد حق مخاطبة السلطات العامة من أهم الحقوق السياسية ، ويعتبر مبدأ سيادة الأمة الأساس الضروري لهذا الحق کرمز للحرية الفردية ، ومن الضروري إصدار قانون خاص ينظم هذا الحق في مصر باعتباره من الحقوق الأساسية التي نص عليها صراحة دستور 2014. هدف البحث تحديد مفهوم حق مخاطبة السلطات العامة، وتناول تنظيم هذا الحق في بعض النظم الدستورية. منهج البحث المنهج الوصفي التحليلي من خلال تحليل النصوص الدستورية التي أشارت إلي هذا الحق . النتائج - تقتصر ممارسة حق مخاطبة السلطات علي المواطنين، لاعتبارات تتعلق بالصالح العام للدولة. - حق مخاطبة السلطات العامة من الحقوق المنصوص عليها صراحة في دستور مصر 2014. التوصيات ضرورة إصدار قانون خاص ينظم حق مخاطبة السلطات العامة باعتباره من الحقوق الأساسية التي نص عليها دستور 2014. همأهم The right to address the public authorities A comparative study Name of the researcher Shaaban Abdel Hakim Abdel Alim Salama Assistant Professor of Public Law Faculty of Sharia and Law in Damanhour Al Azhar university Sasalama.35@azhar.edu.eg key words (Human rights - the right to address the authorities - - the sovereignty of nations - international conventions - Constitution - the Committee of suggestions and complaints) Abstract The right to address public authorities is one of the most important political rights. In addition, the principle of sovereignty of nations is the foundation of the right to address public authorities which represent individual freedom. It is necessary to issue a special law regulating this right in Egypt as one of the fundamental rights explicitly stipulated in the Egyptian constitutions of 2014. Research Aim Specifying the concept of the right to address public authorities and discussing the regulations of the right of addressing public authorities in some constitutional systems.. Research Methodology The descriptive and analytical approach through the analysis of constitutional texts that indicate to the right to address public authorities. Results The practicing of the right of address public authorities should be restricted to citizens to protect national interests The right to address public authorities stipulated explicitly in the Egyptian's constitution in 2014. Recommendations The necessity of issuing a special law that regulating the right to address public authorities as one of the fundamental rights stipulated in the 2014 constitution. | ||||
