| Abstract | ||||
| بذلت الدولة مجهودات عديدة فى سبيل الخروج من الوادى الضيق في شکل تجمعات عمرانية حضرية وريفية جديدة في المناطق الصحراوية إلا أن غالبية هذه المحاولات قد واجهت الکثير من التحديات والعقبات من أجل الوصول الى المستهدف من النمو السکانى وذلک للعديد من الاسباب، أهمها الافتقار الى قاعدة اقتصادية حقيقية تکون قادرة على تحفيز السکان للانتقال الى تلک التجمعات الجديدة. وطبقا للمخطط الاستراتيجي القومي لمصر 2030 تسعي الدولة المصرية إلى تفعيل تنفيذ مشروعات التنمية الريفية الجديدة من خلال مشروع قومي لإستصلاح وتنمية المليون ونصف المليون فدان. ولکن التساؤل الذي يطرح نفسه هو مدى إستدامة هذا المشروع إستناداً إلى التجارب المحلية السابقة والعالمية المشابهة في هذا المجال. ولذلک يسعى البحث فى اطار المفاهيم المستجدة عالميا والتي تطالب بفکر الاستدامه والاقتصاد الاخضر الى إستنباط الاسس والمعايير المختلفة من أجل تحقيق مجتمعات ريفية متکاملة تستمد قوتها من وجود منظومه اقتصادية متکاملة قادرة على الحد من الفاقد والمخرجات والوصول إلي مجتمعات نظيفة وذلک من خلال الاعتماد على قطاع اقتصادي رائد للتنمية يکون قادر على تحفيز وتوليد انشطه اقتصادية خضراء تحقق التنوع فى الهيکل الاقتصادى وتضمن الحفاظ على النظام البيئي، وبترجمة هذه الاسس الى معايير للقياس امکن الوصول الى اطار مرجعي يمکن باستخدامه تقييم التجارب الحالية في استصلاح وتنمية الاراضي الزراعية، وقد تم اختيار مشروع المليون ونصف المليون فدان نظراً لأهميته الحالية والمستقبلية في مجال التنمية العمرانية مع الترکيز على موقع الفرافرة (المرحلة الاولى من المشروع) والذي تم تنفيذ جزء منه. حيث تم تقييم مقترحات المشروع القومى باستخدام حزمة المعايير المستنبطة لمعرفة اوجه النجاح والاخفاقات المتوقعة لتفاديها، وينتهي البحث بمجموعه من التوصيات والمقترحات المستقبلية لضمان امکانية تکرار مثل هذه المشروعات بشکل فعال. Although the efforts that have been exerted by the State in order to emerge from the narrow valley in the form of new urban and rural urban nuclei in the desert areas around the valley and the Delta, the majority of these attempts have faced many challenges and obstacles In order to reach the target of population growth for many reasons, the most important of which is the lack of a real economic base for the population that can motivate the population to move to these new settlements. According to the National Strategic Plan for Egypt 2030, the Egyptian state seeks to re-implement the new rural development projects through a national project to reclaim and develop one and a half million acres. But the question that arises is regarding how long these projects will sustain based on similar local and global experiences in this area. Therefore, the research seeks to deduce different basics and criteria within the emerging international definitions that call for sustainability and green economy in order to achieve integrated rural communities that derive their strength from the existence of an integrated economic system capable of reducing the losses and outputs of any clean societies by relying on a leading economic sector for development capable of motivating and generating green economic activities that achieve diversity in the economic structure and ensure the preservation of the ecosystem, This is followed by the evaluation of the proposals of the National Project for Land Reclamation (one and a half million acres) using these criteria to determine the successes and expected failures to avoid them, The research ends up with a set of future recommendations and proposals at different planning levels to ensure that such models can be effectively replicated. | ||||
