Abstract
تتناول هذه الدراسة القيم التخطيطية المرتبطة بالمدن المرنة، مِن حيث المواصفات والخصائص العمرانية، وسبل التصدي للمخاطرِ الحضرية. وهي تأخذ مدينة الرياض، عاصمة المملکة العربية السعودية، أنموذجاَ تطبيقياً لها من خلال توضيح سبل التصدي لمخاطر الفيضانات السيلية بأوديتها الرئيسة، وخاصة وادي حنيفة ووادي السلي. والدراسة تسعى لتحقيق عدد مِن الأهداف ومنها، الکشف عن الوضع الراهن لمدينة الرياض، وتوضيح الفرص الاستراتيجية  لتحولها إلى مدينة مرنة، واقتراح أساليب تساعد في هذا الشأن.
توصلت الدراسة إلى عدد مِن النتائج أبرزها ما يلي:
-           وجود نقاط قوة يمکن تعزيزها للرياض مدينة مرنة، منها توفر الأنظمة المکانية، ونظم الإنذار المبکر والأمن الحضري.
-           وجود نقاط ضعف أساسية تعمل على عرقلةِ تحولِ الرياض لمدينةٍ مرنةٍ ومنها: عدم استکمال شبکات الصرف الصحي، وتدني جودة الهواء، وتزايد الانبعاثات الضارة بالبيئة.
-          توفر فرص استراتيجية لتحول الرياض لمدينة مرنة ومن أهمها، إنشاء الهيئة الملکية لمدينة الرياض، ووجود تسلسل هرمي لمستويات التخطيط ، وتنويع الموارد المالية، والاستثمارات في البنية التحتية.
-           ظهور قيم تخطيطية مضافة في تحول الرياض لمدينة مرنة، مثل وجود خطط فعلية للتصدي للمخاطر الحضرية، ومنها خطة إدارة مخاطر الفيضانات والسيول، وإضافة محور التغير المناخي لخطة حماية البيئة 2015- 2019م.
This research is an effort that attempts to analyze the planning values emanating from the transformations of urban planning thought in the era of sustainable development, which responds towards flexible cities in terms of specifications and urban characteristics compatible with the methods of addressing different urban risks and threats. The study takes the city of Riyadh, the capital of the Kingdom of Saudi Arabia, as a case study, examining the plans and programs related to addressing the potential dangers arising from the floods in its main valleys, especially Wadi Hanifa and Wadi Al Sulay.
The study seeks to achieve several objectives, namely: (1) Reviewing the most prominent related concepts by explaining the terminology, characteristics, and planning values for this transformation, (2) Analyzing the current situation of Riyadh from a strategic perspective to dissect the strategic opportunities in the city to work with as bases that can be tracked on the approach to a resilient city transformation, (3) To propose mechanisms - based on the analysis and diagnosis - to implement the planning approach in Riyadh.
The study yielded a number of results, the most prominent of which are: (1) The presence of strengths that can be enhanced for Riyadh as a resilient city, such as the availability of geospatial systems, urban and cyber security systems and early warning systems, (2) the presence of basic weaknesses that work to impede the transformation of Riyadh to a resilient city, such as incompleteness of sanitation, low air quality, and increased emissions harmful to the environment, (3) Availability of strategic opportunities from which to start in the approach to transforming Riyadh as a Resilience city, and these opportunities include: the political will and royal directives to establish the Royal Commission for Riyadh City, the existence of a hierarchy of established planning levels and modernization plans, diversification of financial resources and smart investments in infrastructure, (4) The emergence of added planning values within the analysis of the Riyadh transformation to a resilience city, such as the existence of actual plans to address urban risks, the issuance of a flood and torrents risk management plan since 2015, and the addition of the climate change axis to the Environmental Protection Plan (2015-2019).
