| Abstract | ||||
| أدى ارتفاع النمو السکاني بمدن الدلتا والطلب على الأراضي المُرَفَقْة للاستخدامات الحضرية -إلى العديد من المشاکل أهمها التعدي على الأراضي الزراعية وزيادة الکثافة السکانية والبنائية وما يتبع ذلک من اختناقات مرورية وتدهور في نوعية الهواء وتراکم المخلفات الصلبة، والنتيجة تدهور عام لنوعية الحياة بتلک المدن. استخدم خبراء التخطيط الحضري وجغرافية المدن -النموذج أحادي المرکز لتفسير بنية المدينة حيث ترتفع الاسعار والکثافات وارتفاعات المباني بمرکز المدينة وتنخفض کلما ابتعدنا عن المرکز، هذا يعني أن النموذج المستخدم لا ينطبق على مدينة طنطا ولکن بالعکس لأن من اسباب غياب التنافس الکامل في سوق الاراضي يرجع إلى عمليات التخطيط، ولکن النموذج يفترض أن سوق الأراضي کامل التنافس (Perfectly competition)، وقد أهمل الخبراء استخدام الادوات الاقتصادية والحوافز المالية کما أهملوا مشروعات تطوير مرکز المدينة. بعد المسح الميداني لأسعار مدينة طنطا وما حولها واستخدام نظم المعلومات الجغرافية (GIS) في التحليل، تأکد أن اتجاهات النمو العمراني للمدينة سيکون حتمًا على حساب الأراضي الزراعية؛ ظهر أن أسعار أراضي بمرکز المدينة هي الأعلى، وتنخفض الاسعار کلما ابتعدنا عن المرکز؛ أما عن الکثافات البنائية والسکانية، وارتفاعات المباني ترتفع کلما ابتعدنا عن مرکز المدينة؛ ولتلبية الطلب على المساکن يتم إنشاء طرق اقليمية ودائرية جديدة حول المدينة والتى بدورها تجذب العمران إلى القرى المجاورة للمدينة، وفي الوقت ذاته اهمل مرکز المدينة ليتحول إلى منطقة عمرانية متدهورة. هذه النتائج تناقض النموذج الأحادي المرکز monocentric model حيث تنخفض قيمة الأراضي وارتفاعات المباني والکثافات البنائية والسکانية کلما ابتعدنا عن المرکز، وذلک يعنى اولا ان آليات السوق تعمل وبکفاءة وثانيا ان نتائج مخططات طنطا تم اعدادها مع اهمال آليات سوق الاراضي، والنتيجة الاعتداء المستمر على الأراضي الزراعية وتدهور مرکز المدينة عمرانيا؛ تؤکد نتائج البحث أن الإطار المؤسسي الحالي وخاصة عملية وضع المخطط الحضري لمدينة طنطا وادارة عمرانها يمثل أحد أسباب إستمرار تفاقم مشکلات المدينة. Rapid population growth in cities of the Nile delta and demand for land for urban uses has led to many problems, including the encroachment on agricultural land, increased population density and construction and the subsequent traffic jams; the decline in air quality and the accumulation of solid waste, the result ingle-out overall deterioration of the quality of life in those cities. Urban planning and city geography experts used the one-center model to explain the structure of the city where prices are high and the densities and heights of buildings in the city center decrease as we move away from the center, which means that the model used does not apply to the City of Tanta. On the contrary, because the reasons for the lack of full competition in the land market is due, in part, to the planning processes, but the model assumes that the entire land market is competitive (Perfectly competition) and experts have neglected to use Economic instruments and financial incentives also neglected city center development projects. Following field survey of prices and uses of land inTanta and hinterlands, and then using GIS for analysis, results indicate that future urban growth trends will be at the expense of agricultural land where the prices are high compared to those at teh city limits, where a new regional highway and a ring road around the city gave these lands access to the city. The results also suggest that urbanization engulfed villages adjacent to the city, while the city centre has been neglected to become a degraded urban area. These results contradict the monocentric model. These outcomes results from plans and schemes prepared for Tanta neglected the mechanisms of the land market, and led to continuous sprawl on agricultural land, and degrading the city center. Planning Tanta and its management are among the reasons for the city's problems are persistent and continues to worsen. | ||||
