Abstract: Considering the rapid expansion of smart urban surveillance powered by artificial intelligence, this study explores how the citizen-state relationship is being reshaped in Egypt, with a focus on lived perceptions and practices. Within a context characterized by existing governance challenges, the study aims to analyze the concept of the "Algorithmic Eye of the State" to understand the impact of these technologies on the dynamics of trust, transparency, accountability, the trade-offs between security and privacy, and their repercussions on freedom and daily practices. To achieve this, the research adopted an explanatory sequential mixed-methods design, administering a quantitative survey (n=400) and conducting semi-structured qualitative interviews (n=25) in diverse urban areas in Cairo. The integrated analysis revealed a tense relationship being reconfigured by surveillance, where awareness of its prevalence is coupled with ambiguity about its mechanisms and objectives (an "ambiguous eye"). The findings also revealed deep concerns about privacy and the loss of data control, which often outweigh the limited acknowledgment of security benefits. Acute distrust in state institutions is linked to the perceived absence of transparency and accountability, with surveillance viewed as a tool to enhance state control and undermine justice, leading to a form of "cautious citizenship" characterized by self-censorship. | ||||
