| Abstract | ||
| يشهد العالم تطورًا هائلًا في مجال الذكاء الاصطناعي ( Artificial Intelligence) ، حيث باتت تطبيقاته تمتد إلى مختلف القطاعات، مثل الرعاية الصحية، والصناعة، والأمن، والتعليم وغيرها . يوفر الذكاء الاصطناعي فرصًا كبيرة لتحسين الكفاءة والإنتاجية، إلا أنه يطرح في المقابل تحديات قانونية وأخلاقية معقدة تتطلب معالجة دقيقة. يهدف هذا البحث إلى استعراض الفرص التكنولوجية التي يقدمها الذكاء الاصطناعي، مثل تحسين عمليات الأتمتة، تحليل البيانات الضخمة، واتخاذ القرارات الذكية. كما يناقش البحث المخاوف الأخلاقية المرتبطة بهذه التكنولوجيا، بما في ذلك انتهاك الخصوصية، والتحيز الخوارزمي، وفقدان الوظائف البشرية. بالإضافة إلى ذلك، يستعرض البحث الجوانب القانونية المتعلقة بمساءلة أنظمة الذكاء الاصطناعي، وحماية البيانات، ومدى توافق هذه الأنظمة مع التشريعات الحالية. يعتمد البحث على تحليل الدراسات الحديثة والتشريعات القائمة في مختلف الدول، مع تقديم مقترحات لتطوير أطر قانونية وأخلاقية شاملة تضمن الاستخدام المسؤول للذكاء الاصطناعي. في الختام، يقدم البحث توصيات لتحقيق توازن بين الابتكار التكنولوجي وضمان حقوق الأفراد والمجتمعات، بما يضمن مستقبلًا أكثر أمانًا واستدامة. Abstract: The world is witnessing a tremendous development in the field of artificial intelligence (AI)، with its applications extending to various sectors، such as healthcare، industry، security، and education. AI offers great opportunities to improve efficiency and productivity، but it also poses complex legal and ethical challenges that require careful handling. This paper aims to review the technological opportunities offered by AI، such as improved automation، big data analysis، and intelligent decision-making. It also discusses the ethical concerns associated with this technology، including invasion of privacy، algorithmic bias، and the loss of human jobs. In addition، the research reviews the legal aspects related to the accountability of AI systems، data protection، and the compatibility of these systems with current legislation. The research relies on analyzing recent studies and existing legislation in different countries، with proposals to develop comprehensive legal and ethical frameworks that ensure the responsible use of AI. Finally، the research provides recommendations to strike a balance between technological innovation and ensuring the rights of individuals and societies، ensuring a safer and more sustainable future. | ||
