| Abstract | ||
| Identifying the obstacles to development in North Sinai Governorate and the reasons for the decline in the implementation and completion rates of local development plans and projects is crucial to determining the extent of responsibility of successive central governments and local administrative bodies for the failure to achieve these plans and projects. The absence of effective management and the weak political will of the central authority to achieve genuine development in North and Central Sinai constitute more than 55% of the challenges facing the development process in the governorate. The centralized administrative system under which the development process is managed is the second most significant challenge hindering development in the governorate, representing at least 45% of these challenges. These two challenges are interconnected, as the political management of the central authority under the current centralized administrative system in Egypt is the decisive and most important factor in local and national development issues. Therefore, strategic planning for attracting human resources and its role in achieving economic and social development requires an analysis of the clarity of the scientific concept of strategic human resource planning, the importance of recruitment activities in human resource management, and the interaction and integration of recruitment activities with human resource management activities and practices. Also, determining the effectiveness of this activity and its performance in light of the strategic planning of human resources management, among human resources managers and employees of that is department in government directorate entities in North Sinai, Egypt. | ||
