| Abstract | ||||
| يوجد العديد من العوامل التي أثرت بشکل مباشر أو غير مباشر على التربية الخاصة والوصول إلى نظام شامل لها، وهدف البحث الحالي إلى التعرف على العوامل المؤثرة التي حالت دون الوصول لنظام شامل في التربية الخاصة، کذلک القوانين المسنة للوصول لنظام شامل في التربية الخاصة، الکشف عن الأسباب التي حالت دون الوصول لنظام شامل في التربية الخاصة، وفى سبيل ذلک استخدمت الباحثة المنهج الوصفي التحليلي. وتوصلت الدراسة إلى أن تقديم الخدمات لفئات التربية الخاصة والفئات المستحقة للخدمات يخضع لمدى تطور التربية الخاصة في الدول ويتأثر تقديم الخدمات المقدمة لذوي الإعاقات في المجتمعات بمدى وعي تلک المجتمعات واتجاهاتها الإيجابية لذوي الإعاقة؛ ويتضح ذلک بدقة في المجتمعات التي تولي اهتماماً بتقديم الخدمات لذوي الإعاقات فکلما کانت اتجاهات المجتمع ايجابية نحو ذوي الإعاقات کلما أدى لتقديم الخدمات واستمراريتها بشکل أفضل. وأوصت الدراسة بأهمية الاطلاع على تجارب الدول في تقديم خدمات التربية الخاصة مع الترکيز على الاستفادة من التجارب الرائدة والممارسات والدراسات النظرية والتطبيقية والبحوث العلمية المحکمة في هذا المجال There are many factors that have affected, directly or indirectly, special education and the access to a comprehensive system for it, The aim of the current research is to identify the influencing factors that prevented access to a comprehensive system in special education, as well as the laws enacted to reach a comprehensive system in special education, to reveal the reasons that prevented access to a comprehensive system in special education, and for this the researcher used the descriptive and analytical approach. The study found that the provision of services to special education groups and those who are eligible for services is subject to the extent of the development of special education in countries and the provision of services provided to people with disabilities in societies is affected by the awareness of these societies and their positive trends for people with disabilities. This is precisely evident in societies that pay attention to providing services to people with disabilities. The more positive society’s attitudes towards people with disabilities, the better it leads to providing services and their continuity. The study recommended the importance of getting acquainted with the experiences of countries in providing special education services, with a focus on making use of pioneering experiences, practices, theoretical and applied studies, and refereed scientific research in this field | ||||
